Missouri is a shall issue state for the purposes of reciprocity. Individuals who are 19 and good standing are eligible to receive a Missouri concealed carry permit. Furthermore, those who are 18 and are currently serving in the armed forces, or were honorably discharged are also eligible. Applicants for Missouri concealed permit should apply with the sheriff of their county of residence. The fee charged for the initial concealed permit is $100, and is nonrefundable. Individuals must complete firearm training in order to be eligible, and online only education is not sufficient. Upon issuance, a concealed permit is valid for 5 years ending on the last day of the month of issuance. While Missouri accepts any out of state concealed carry permit, those issued a Missouri concealed carry permit can carry in 36 other states.

Missouri does not offer nonresidents permits. Although, Missouri does offer military personnel who are residents of the United States and stationed within the state the opportunity to obtain a concealed carry permit. This option also extends to the spouse of the armed service member.
“A concealed carry permit […] shall be issued by the sheriff or his or her designee of the county or city in which the applicant resides, if the applicant:
(1) Is at least nineteen years of age, is a citizen or permanent resident of the United States and either:
(a) Has assumed residency in this state; or

How long does it take to process a concealed carry application?
Generally speaking, it will take 45 days to get issued a Missouri concealed permit. Additionally, three working days are allotted for the sheriff to issue a concealed carry permit from the time necessary reports are received.
Part of the application process to receive a concealed carry permit in Missouri is submission of an applicants information to National Instant Criminal Background Check System (NICS) and the FBI.
Should either of these reports not arrive within 45 days, and the sheriff does not have cause to deny the request, the applicant will be issued a provisional license. This license must be carried in conjunction with a state drivers license, non-drivers license, or military ID. It provides the holder with the same privileges as licensed individuals.
“In the event the report from the National Instant Criminal Background Check System and the response from the Federal Bureau of Investigation national criminal history record check prescribed by subdivision (1) of this subsection are not completed within forty-five calendar days and no disqualifying information concerning the applicant has otherwise come to the sheriff’s attention, the sheriff shall issue a provisional permit, clearly designated on the certificate as such[…]“

What are the accepted forms of competency training?
Missouri has a training requirement in order to be issued a concealed carry permit. In order for a class to be eligible to satisfy the firearm training requirement, it must be no less than 8 hours in length.
Furthermore, the course has a live-fire portion as well as other exercises in handling firearms safely. Thus, courses taught exclusively online are not satisfactory.
Additionally, in order to pass the live fire exercise, and applicant must shoot a minimum of 20 rounds of ammunition at a B27 target (or equivalent) from a distance of 7 yards. To pass the live fire exercise, at least 15 of the 20 rounds must hit the silhouette.

Is Missouri an Open Carry State?
Missouri is an open carry state for individuals with a concealed permit. However, local ordinances dictate whether those without a Missouri concealed permit can carry a firearm openly.
“In any jurisdiction in which the open carrying of firearms is prohibited by ordinance, the open carrying of firearms shall not be prohibited [for] any person with a valid concealed carry endorsement or permit who is open carrying a firearm shall be required to have a valid concealed carry endorsement or permit from this state[…]“

Missouri allows residents with a concealed permit to carry in their vehicle.

Can I Conceal Carry in State Parks?
State parks in Missouri are not listed as a place where an individual cannot conceal carry. Furthermore, the DNR website only says that “No hunting or discharging of firearms is permitted” within the general park rules.

Am I Allowed To Conceal Carry In Restaurants?
An individual with a Missouri permit can legally conceal carry into a restaurant. Furthermore, a licensed individual can also carry a concealed firearm into a bar in Missouri with permission from the proprietor.
“The provisions of this subdivision shall not apply to any bona fide restaurant open to the general public having dining facilities for not less than fifty persons and that receives at least fifty-one percent of its gross annual income from the dining facilities by the sale of food.“

Licensed individuals are not permitted to conceal carry into a church or place of worship without consent from the leader of the congregation or owner of the establishment.

Can I Conceal Carry in a Bank?
Missouri code does not expressly forbid concealed carry into banks or other financial institutions. However, the below excerpt indicates that the owner of a bank can post signage forbidding the carrying of concealed firearms on the premises.
“Any private property whose owner has posted the premises as being off-limits to concealed firearms by means of one or more signs displayed in a conspicuous place of a minimum size of eleven inches by fourteen inches with the writing thereon in letters of not less than one inch“

Can I Conceal Carry in a Hospital?
Individuals with a Missouri concealed carry permit are not allowed to carry a concealed firearm into a hospital. However, the code does not address the legality of concealed carry in any other medical facility.
“Any hospital accessible by the public. Possession of a firearm in a vehicle on the premises of a hospital shall not be a criminal offense so long as the firearm is not removed from the vehicle or brandished while the vehicle is on the premises.“
